WORKING GROUP MISSION

TASK: Discuss and develop a prescribed topic
with respect to the OPFOR mission/doctrine/TTP.

PURPOSE:

a. Develop a common operational understanding
of current and emerging threats and how they may
impact OPFOR elements.

b. Share innovative ideas and new methodologies
that OPFOR elements can implement to meet BLUFOR
training objectives.

c. Synchronize the worldwide OPFOR effort with
respect to learning institutions (Schools-POIs), CTCs,
Active Duty, Reserve, National Guard and Joint Forces.

Working Group Topics

Slide 1 of 3

1. Current and Future OPFOR Operations

1. Emerging RED Technologies and Threat Systems (attempt to
defeat "dumb'ing" of red technology due to ignorance versus giving Blue an
advantage). Mr. Hawkins NGIC x 45

2. NGIC/FMSO Discussion of Threat TTPs (current and emerging OEF
and OIF TTPs - SECRET/NOFORN level discussion) MAJ Risner - NGIC x 35

3. Lessons Learned by Future/Emerging Threats (What other
adversaries, 5-20 yrs out, are learning from OIF/OEF & TTPs; possibly the
"next" trouble spot) Mr. Dunham - threats/ Mr Dueweke -NGIC x 52

4. How do we effectively portray an OE/OPFOR that permits full
spectrum operations beyond OIF/OEF? (How will OEF/OIF modify the
COE that must be trained - what have our enemies learned?) COL Stark x 61

2. Identifying OPFOR Requirements for Joint Tactical Tasks

1. Challenging Joint Tactical Tasks with an OPFOR (Determine how to
challenge the 30 joint tactical tasks with an OPFOR) COL Marsella x 27

2. Resourcing a Joint OPFOR (Determine what resources are required to
field an OPFOR that can challenge the joint tactical tasks) COL Marsella x 26

making of BLUFOR units. Les Grau & Amanda Mitchell x FMSO x 27

2. RED lessons learned (OPFOR View) (a compilation of OPFOR
lessons learned from fighting BLUFOR from all CTCs: TTPs, trends,
